The Office of the Chief Information Officer (CIO) leads the Department’s digital transformation and provides strategic direction for all enterprise data and technology functions. It ensures alignment of IT strategy with organizational priorities through innovation, cybersecurity, data governance, and modern technology solutions that enhance operational efficiency and service delivery.

The office is transforming how information technology services are delivered, shifting toward a business-centric, innovation-driven, and security-focused model. Under the leadership of the CIO, the DBHIDS Digital Transformation Framework integrates data governance, AI, cloud modernization, interoperability, and cybersecurity to promote operational excellence.

The office coordinates activities around Web 2.0 collaboration and communications. It leads the efforts of the DBHIDS Data Stewardship Council and participates in the DBHIDS Data Governance Executive Board. It serves as the Data Governance Office for the Department.

There are three operational groups within the Office of the Chief Information Officer:

Enterprise Data Services (EDS) Group

EDS includes units responsible for enterprise data architecture, integration, analytics, and intelligence. It supports data-driven decision-making through cloud-based data lakes, AI-enabled analytics, and predictive insights that inform policy and operational improvement.

  • Enterprise Data Architecture Unit develops data standards and practices, coordinates reviews of data-related projects, supervises master data management, creates logical data models and documents reusable data assets.
  • Development Services Unit is responsible for developing and supporting data collection systems on behalf of multiple divisions as well as coordinating the work of third-party vendors developing large-scale solutions.
  • Data Integration Unit manages the master data and data warehouse integration and verifies the quality of Department data used for reporting and analysis.
  • Business Intelligence (BI) Unit is responsible for developing enterprise BI policies and practices, supporting the self-service enterprise BI platform, and implementing self-service tabular, KPI, and spatial reporting and analysis solutions.
IT Operations and Support

The IT Operations and Support Group ensures operational resilience, cybersecurity, and modernization for all DBHIDS staff. It manages hybrid-cloud environments, secure connectivity, and automation tools that improve service delivery and reliability.

  • Support Center – Responsible for Tier 1 technical support for those locations supported by City IT staff, as well as various enterprise applications Department-wide.
  • Network Services Unit – Oversees network architecture, Zero Trust security, endpoint protection, and disaster recovery planning to maintain business continuity.
  • Process Automation and Performance Unit – Manages and modernizes enterprise systems, databases, and platforms through cloud migration, DevOps, and automation frameworks to enhance scalability and performance.
Health Claims Quality Assurance (HCQA) Group

The Health Claims Quality Assurance (HCQA) Group is responsible for supervising, verifying, and supporting the claims-related activities of the contracted providers that provide services to the Behavioral Health Division.

IT Strategic Planning Function
In addition to the three operational groups, there is an IT Strategic Planning and Innovation function that aligns technology initiatives with Departmental goals.
