Sam Margolius is interim Chief of Innovation and Effectiveness overseeing the DBHIDS Division of Planning Innovation. Sam’s dedication to advancing innovation, equity, and high-quality care has made a profound impact on DBHIDS and the communities we serve. His leadership and vision are instrumental as we continue to strengthen systems of care and deliver responsive, person-centered services to all Philadelphians.

Sam brings 15 years of experience in clinical, research, and leadership roles across government, behavioral health providers, and community organizations. He joined DBHIDS as a Behavioral Health Specialist in the Community Wellness Engagement Unit, later overseeing CWEU’s citywide operations as Supervisor, and since 2023 has served as Division Operations Manager for Planning Innovation, helping guide daily operations, program development, and effectiveness strategies. In that role, he has managed budgets, contracts, reporting, and reinvestment plans, always with a focus on innovation, equity, and high-quality care.

Sam is a Licensed Clinical Social Worker and holds a Master’s in Nonprofit Leadership from the University of Pennsylvania’s School of Social Policy & Practice.
