Charlotte Wroton is the Chief Program Officer for the City of Philadelphia’s Department of Behavioral Health and Intellectual disAbility Services where she leads the Intellectual disAbility Services Division.
In this capacity, Charlotte and her team work closely with the Commonwealth of Pennsylvania to manage the delivery of services and programming for individuals with autism and developmental and intellectual disabilities, collaborating with supports coordination and provider organizations to ensure individuals have access to quality services and opportunities to thrive as active members of the Philadelphia community. She also oversees the Infant Toddler Early Intervention Program.
A staunch advocate for the employment of individuals with intellectual disabilities and autism, Charlotte has served as co-chair of the division’s Employment Steering Committee since 2018 and believes in a holistic approach to support that empowers individuals to lead fulfilling lives.
Charlotte joined DBHIDS in 2013 as a program analyst within the IDS waiver team, quickly progressing to program analyst supervisor, where she led the quality assessment and improvement process for the division. She has since held various leadership positions, including assistant director, associate director, and interim chief program officer.
Charlotte accumulated over 25 years’ experience in behavioral health and intellectual disability services, including leadership roles as BHRS Director and Vice President of Program Operations at WES Health Systems. Her career within the ID support system spans several roles, from Direct Support Staff and Program Specialist to Vocational/Employment Director and ID Division Director. Charlotte has also served as an educational consultant for the University of Pennsylvania’s Annenberg School of Communication—Center for Health Behavior and Communications Research, as well as the School of Nursing’s Center for Health Disparities Research. In this role, she provided capacity-building training domestically and internationally, focusing on HIV/AIDS Risk Reduction research curricula and supporting a wide range of health-related initiatives. Additionally, Charlotte contributes as a Fairness Reviewer for the LSAT.
A proud alumna of Lincoln University, Charlotte earned a bachelor’s degree in biobehavioral health and a Master’s in education. She is an active member of Delta Sigma Theta Sorority and enjoys traveling, gardening, reading, and spending time with family and friends.
