Early Intervention

Support for Infants and Toddlers with Disabilities

The Program for Infants and Toddlers with Disabilities is “Part C” of IDEA- the Individuals with Disabilities Education Act. The Program for Infants and Toddlers with Disabilities is a federal grant program that was funded by Congress in 1986 to provide needed early intervention services to infants and toddlers with disabilities. Every state participates in this early intervention program.

The primary goals of the program include:

  • Enhance the development of infants and toddlers with disabilities
  • Utilize early intervention to reduce special educational costs
  • Reduce the need for institutionalization
  • Promote and encourage independent living&
  • Provide support to assist families

IDS has established two distinct units to coordinate all services in the Part C Early Intervention program for children from birth to three years. They also identify and develop supports and services for families with children ages three to twenty-one who are registered with IDS.
