P.A.C.E Strategic Framework
Prioritizing to Address Our Changing Environment
In 2018, The Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) launched its strategic framework — Prioritizing to Address Our Changing Environment (PACE). The framework worked to guide DBHIDS’ strategic planning process over the next five years.
This road map integrated strategies and tactics that connect with goals established by The Office of the Deputy Managing Director of Health and Human Services (HHS), the Mayor’s Office, and the State of Pennsylvania.
PACE was a strategy to unite our efforts, sharpen our focus and move us forward. Our planning process centered around five priority areas, which led to a new comprehensive strategic plan.
This plan includes strategic goals as well as division objectives to ensure that we remain internally aligned, responsive to urgent community needs, and well-positioned to address emerging challenges. Division objectives and action plans were implemented within every division and adjusted from year to year in response to community needs and measured impact.
Developing a strategic plan demonstrated our commitment to promoting recovery, resilience, and self-determination. A clear path forward helped DBHIDS set priorities for delivering services and programs in a manner that aligns with our values and our population health approach.
