Tierra M. Pritchett Appointed as Deputy Commissioner

Tierra M. Pritchett, Ed.D., is joining DBHIDS as the new deputy commissioner of Administration, Finance, and Quality, effective the week of June 7. Dr. Pritchett will provide leadership, vision, and direction for all aspects of the Administration, Finance, and Quality Division including fiscal oversight, digital operations, quality, and human resources. In addition, as deputy commissioner, Dr. Pritchett will focus on ensuring that department strategies are proactive, comprehensive, consistent, and reflect DBHIDS’ strategic focus, priorities, and values.

I am excited to welcome Dr. Pritchett to DBHIDS and look forward to her strong leadership, innovative thinking, and proven track record of successfully working with numerous community agencies throughout southeastern Pennsylvania to enhance the health outcomes for underrepresented communities.

Most recently serving as the director of Legislative and Regulatory Affairs for Health Partner Plans, Dr. Pritchett managed many distinct projects and initiatives that impacted the health care delivery for members receiving Medicaid, Medicare and Children’s Health Insurance Program services. Dr. Pritchett also governed and oversaw the administration of key state and federal legislative requirements, assisted with company expansion efforts, and managed relationships with federal trade organizations. As a registered lobbyist for the organization, she promoted and influenced decisions that impacted the organization while building positive relationships with legislators.

Dr. Pritchett also served as an ambassador with the Bureau of Education and Cultural Affairs Mandela Washington Fellowship initiative and coordinated participation in hosting fellows from President Obama’s Young African Leaders Initiative, Mandela Washington Fellowship. She is the recipient of the 2019 Mandela Washington Reciprocal Exchange grant through the U.S. Department of State.

Dr. Pritchett holds a doctorate of education in organizational leadership and innovation, a master’s degree in organizational and strategic leadership, and a bachelor’s degree in psychology. She is passionate about mentoring and coaching others. In her spare time, she enjoys spending time with family and friends, traveling, and volunteering.
