On a recent morning at 801 Market St., more than 200 health care providers and social‑service advocates gathered to confront what they called a coming “Medicaid storm” that could affect as many as 788,852 Philadelphia residents, roughly 45% of the city’s population, most of them Black and Latino, when new federal requirements take effect in 2027.
Community Behavioral Health, or CBH, convened the session, titled Creating Healthier Communities Series: Navigating the Changing Medicaid Landscape, to help community, civic and nonprofit leaders understand the sweeping eligibility and work‑requirement changes set to reshape Medicaid access in Pennsylvania.
“January 1, 2027, seems so far away, but we wanted to get ahead of the coming storm,” said CBH chief executive officer Donna Bailey. “We want to create ongoing conversations and strategies.”
