Early morning lines are not uncommon in Kensington. Some are for hot breakfast. Others snake around the corner of a treatment center.<\/p>\n\n\n\n

This line is for work.<\/p>\n\n\n\n

It was just after 7 a.m. and almost 40 people were lined up outside Rock Ministries on Kensington Avenue. Some chatted quietly, while others pulled the drawstrings on their hoodies tight around their face. Just 10 of them would be picked in that day\u2019s lottery. The prize? Fifty dollars cash for half a day\u2019s work cleaning up the streets around Kensington.<\/p>\n\n\n\n
