The City of Philadelphia (the “City”) is issuing notice of a recent event that may impact the security of information related to certain individuals. We are providing information about the event, our response, and steps potentially affected individuals may take to better protect against the possibility of identity theft and fraud, should they feel it is appropriate to do so.

What Happened? On May 24, 2023, the City initially became aware of suspicious activity in its email environment. We launched an investigation, with the assistance of third-party cybersecurity specialists, to determine the nature and scope of the event. The investigation is ongoing. However, to date, the investigation determined that between May 26, 2023 and July 28, 2023, an unauthorized actor may have gained access to certain City email accounts and certain information contained therein. Also, on August 22, 2023, we became aware that the at-issue email accounts include email accounts that may contain protected health information.

In an abundance of caution, we are conducting a comprehensive, programmatic and manual review of the potentially impacted email accounts to determine whether personal information or protected health information was potentially affected. If so, the City will work to confirm the identities and contact information for potentially impacted individuals and provide notice via written letter.

For the past year, Philadelphia has been trying to get the word out to residents about 988, an easy-to-dial number for suicide and mental health crisis services, but many city teens still say they’ve never heard of it.

The line rolled out nationally in July of 2022, after being announced by federal officials in Philadelphia. The West Philly death of Walter Wallace Jr., who died in 2020 after being shot by police during a mental health crisis, brought a lot of attention to the topic, sparking protests across the city. 

There has been a rising need for mental health resources across the country since the pandemic as people have struggled with the social, emotional and financial fallout. The need is particularly acute among youth — emergency room visits related to mental health increased by 31% for people aged 12-17 nationwide from 2019 to 2021, according to the Centers for Disease Control and Prevention (CDC). The 988 line, designed as an easy-to-remember alternative to 911 for mental health crises, is supposed to help anyone access local crisis resources and non-police help during an emergency.

But of about two dozen Philadelphia youth informally surveyed recently, about two-thirds had never heard of the crisis hotline. Almost all said 988 would be beneficial.

PHILADELPHIA (WPVI) — September is National Suicide Prevention Month and experts say outreach is needed more than ever, especially for young people.

Their rates of suicide continue to rise with LGBTQ+ young people at an even higher risk.

That’s why experts encourage people to have tough conversations about suicide. Madelyn Morrison remembers the first such conversation she had with her mother when she was just 12 years old.

“She yelled and I was crying. And I remember trying to explain to her,” said Morrison about the incident in which her mother stopped her as she was contemplating suicide.

Reports of drug overdoses and an alarming number of deaths remain at the forefront of discussions about addiction, which experts say is a grim reality of the current nationwide crisis.

But it can overshadow the fact that nearly three in four people who ever struggle with substance use survive and go on to live in recovery, according to national estimates.

Thousands of people are expected to gather in Philadelphia’s Navy Yard Sunday to recognize those in addiction recovery during PRO-ACT’s annual Recovery Walks! event.

The event will also mark the 25th anniversary of PRO-ACT, short for Pennsylvania Recovery Organization – Achieving Community Together. The grassroots organization advocates for accessible addiction treatment and recovery support services, increased public awareness, and reduced stigma.

The Philadelphia Fire Department has created a new emergency medical services (EMS) team dedicated to serving people with complex physical and behavioral health needs when they are in crisis.

Known as AR-3, this alternative response unit features a marked SUV staffed by a paramedic and behavioral health specialist — both trained in crisis intervention.

AR-3 is dispatched via 911 with the goal of immediately connecting individuals to appropriate resources and/or treatment programs. During its current pilot phase, the unit will operate primarily in North Philadelphia (19140) every day from 9:30 a.m. to 6 p.m.

“The next step in Philadelphia’s behavioral health crisis system transformation, AR-3 ensures trained behavioral health specialists are available to join in EMS response when the situation calls for it,” said DBHIDS Commissioner Jill Bowen, Ph.D. “We are pleased to continue our efforts to ensure our system responses are aligned with DBHIDS’s TEC vision to address Trauma, achieve Equity and engage Community, and we look forward to AR-3 in partnership with the City’s Fire Department.”

One year ago, the $430 million, 988 system was announced by the federal government in Philadelphia. Since then, there have been a host of improvements, including text, chat and more languages supported, officials said Friday.

The three digit 988 phone number replaced the 10-digit Suicide Prevention Lifeline, and is an alternative to 911 for people suffering from mental health crises related to issues such as anxiety, depression or substance abuse.

The phone number will connect callers to a team of mental health professionals that will provide counseling and also refer them to a host of services and support.
