DBHIDS Study Tours

Did you know that the DBHIDS Study Tour initiative has been in effect since summer 2008? DBHIDS has welcomed visitors from across the country and around the globe, including (but not limited to) China, Iraq, South Korea, New Zealand, Mexico, England, and Australia, to learn about its system-transformation efforts.

DBHIDS study tours offers visitors the opportunity to learn more about Philadelphia’s efforts in transforming its behavioral health and intellectual disability system around the principles of recovery and resilience.

Customized to reflect the educational interests of the individual or group, each study tour invites visitors to explore our various programs and initiatives, including public health approaches, peer support services, evidence-based practices, pay for performance, trauma-informed care, faith and spiritual affairs, crisis intervention/acute services, community integrated recovery centers, addiction services and recovery support, as well as permanent supportive housing and more.

Study tours provide opportunities for visitors and DBHIDS stakeholders to participate in an exchange of ideas, providing convenience in sharing experiences and lessons learned and building long-lasting partnerships.

Division of the Chief Medical Officer

The Division of the Chief Medical Officer (CMO) oversees and directs clinical strategies and clinical policies for DBHIDS, serving as the Department’s representative and liaison to Philadelphia’s provider community. The Division is responsible for the alignment, coordination, and integration of clinical initiatives, ensuring clinically sound approaches built upon evidence-based practices. Its work promotes innovation and expands gold standard care.
To ensure easy access and the highest quality of services to all Philadelphia residents with diverse needs, the Division of the Chief Medical Officer serves the six divisions of DBHIDS through collaborative and synergistic strategies. The CMO and division staff identify new ways to improve efficiencies and effectiveness between the Department and clinical service providers. The Division:

  • Ensures clinical best practices are implemented to guide DBHIDS in its population health approach
  • Manages health and behavioral health integration, prevention, and wellness
  • Administers health promotions to support and improve the mental health and well-being of all Philadelphians.
  • Provides oversight and support for the acute services division that manages behavioral health crises

Office of the Chief Digital Officer

Formerly the Office of the Chief Information Officer (OCIO)

The Office of the Chief Digital Officer is responsible for department-wide coordination of data management and information technology activities. It provides data integration, management, architecture, and governance on behalf of the department as well as application development and information technology support for multiple divisions.

The Office is fundamentally changing the way in which information technology services are provided using a business-centric, model-driven approach to information management. The Office has published the DBHIDS Data Governance Framework, consisting of both a strategic plan and an implementation plan. The Office coordinates activities around Web 2.0 collaboration and communications. It leads the efforts of the DBHIDS Data Stewardship Council and participates on the DBHIDS Data Governance Executive Board. It serves as the Data Governance Office for the department.

There are three operational groups within the Office of the Chief Digital Officer.

Enterprise Data Services (EDS) Group

The EDS Group is led by Barbara Bunkle, Ph.D., Director of Enterprise Data Services. It includes units responsible for enterprise Data Architecture, Data Integration, and Business Intelligence. These teams guide data collection, integration, quality, and reporting efforts for the department.

  • Enterprise Data Architecture Unit – this team is led by Charles Parrish, DBHIDS Data Architect. It develops data standards and practices, coordinates reviews of data-related projects, supervises master data management, creates logical data models and documents reusable data assets.
  • Development Services Unit – this team is supervised by Victor Argothy, Ph.D., Development Services Supervisor. It is responsible for developing and supporting data collection systems on behalf of multiple divisions, as well as coordinating the work of third-party vendors developing large-scale solutions.
  • Data Integration Unit – this team is led by Nithya Sundararaman, Data Warehousing Team Leader. It manages the master data and data warehouse integration and verifies the quality of department data used for reporting and analysis.
  • Business Intelligence (BI) Unit – this team is responsible for developing enterprise BI policies and practices, supporting the self-service enterprise BI platform, and implementing self-service tabular, KPI, and spatial reporting and analysis solutions.

Software, Network, and Platform (SNAP) Services Group

The SNAP Services Group is led by Tracie Stokes-Jackson, Director of SNAP Services. It provides network infrastructure management, application development, and IT support services to the Divisions of Behavioral Health Services, Intellectual disAbility Services, and Planning and Innovation, as well as the DBHIDS administrative units. It manages department-wide platforms and infrastructure. It provides IT and data warehousing help desk services.

  • Support Services Unit – this team is supervised by TinaMarie Robinson, Support Center Supervisor. It is responsible for Tier 1 technical support for those locations supported by City IT staff, as well as various enterprise applications department-wide.
  • Network Services Unit – this team is supervised by Anthony Beard, Network Administrator. It is responsible for network administration and assists the Support Services Unit with technical support.
  • Platform Services Unit – this team is responsible for configuration and administration of multiple enterprise technology platforms, including our application server environment, our database environment, our BI platform, and out Internet/Intranet platforms.

Health Claims Quality Assurance (HCQA) Group

The HCQA Group is led by Karen Spencer, DBHIDS Health Claims Quality Assurance Manager. It is responsible for supervising, verifying, and supporting the claims-related activities of the contracted providers that provide services to the Behavioral Health Services Division.

IT Strategic Planning Function

In addition to these three operational groups, there is an IT Strategic Planning function coordinated by Sonyata Griffin on behalf of the Chief Digital Officer.

Management Services Department

Management Services Department (MSD)

The Management Services Division (MSD) is responsible for providing administrative services to meet the needs of DBHIDS and its staff, and works closely with a variety of partners to implement administrative functions. Among the responsibilities of MSD are human resources, planning and administrative analysis, procurement, facility management, telecommunications, transportation, reception, and many other administrative responsibilities. With its partners, MSD also assures compliance with the Right To Know Law, Integrity Program, and HIPAA requirements.

The Division of Planning Innovation develops and implements strategies to advance the transformation of Philadelphia’s behavioral health system to a recovery-oriented system of care using Public Health strategies. The key goals of this transformation include:

  • Shift the treatment focus from “stabilization” to recovery responsive to the needs of people in recovery
  • Empower people to direct their recovery journey
  • Recognize and engage treatment providers, family members, and community-based supports and organizations as valuable partners in the recovery process
  • Help people move beyond their limitations and toward fulfilling lives in the community

In order to advance this transformation, the Division of Planning Innovation develops a frameworks and strategies for the change process as well as initiatives that will advance the transformation. The key units within the Division include:

  • Community Wellness Engagement Unit -multilingual engagement team providing greater access to wellness-related resources and support for all communities..
  • Diversity, Equity & Inclusion Team – shifting the culture in a bold way by collecting, reporting, monitoring data, and building partnerships with various stakeholders.
  • Trauma Transformation Unit– fostering a greater awareness and understanding of the unique needs of individuals affected by trauma
  • Community-based Service Development Unit – developing partnerships, strategies and resources to help people in recovery successfully integrate into their communities
  • Research Unit – applies tools from research, epidemiology, and evaluation fields to support decision making in DBHIDS
  • Peer Culture and Community Inclusion Unit – actively engages, supports, and models the promotion of hope, wellness and empowerment throughout the Behavioral Health system of Philadelphia and beyond
  • Communications – facilitates all DBHIDS internal and external communications; works closely with DBHIDS, City of Philadelphia, and other partners to help educate, strengthen, and serve individuals and communities so that all Philadelphians can thrive

The Office of Addiction Services (OAS), formerly known as the Coordinating Office for Drug and Alcohol Abuse Programs (CODAAP), plans, funds, and monitors substance abuse prevention, intervention, treatment and recovery support services in Philadelphia.

OAS is the Philadelphia Single County Authority (SCA), the administrative entity responsible for integrating federal, state and city funds to support an integrated county-wide system of services for citizens and families addressing drug and alcohol issues. As the SCA, OAS provides leadership and coordinates the activities of addiction providers for Philadelphia residents including people who are:

  • Medicaid recipients
  • Uninsured
  • Underinsured

Network Improvement and Accountability Collaborative is the primary mechanism to accomplish the creation of a single, consistent approach to site reviews [monitoring] across various funding streams. This has been accomplished by combining monitoring systems across the Department into one large team, with the exception of specialized monitoring (i.e. HIV, Prevention) which remain separate functions. NIAC promotes the ongoing improvement of behavioral health providers with regard to quality of care.

What Is NIAC?

NIAC promotes ongoing transformation of behavioral health providers to improve the quality of care for people receiving services. NIAC establishes an accountability partnership among people receiving services, DBHIDS, providers and other stakeholders that is designed to:

  • Identify the strengths and challenges of provider performance through a variety of methods;
  • Develop solutions to system level issues shared across the provider community
  • Inform the development of needed programs; and,
  • Identify providers who are demonstrating exceptional practice

The Purpose of NIAC

  • To assess the quality of services delivered in behavioral health settings.
  • To determine a high quality network of care that ensures access to services, provides effective, individualized and holistic care, promotes community support, and mobilization is essential to achieve this aim.
  • To determine if people are getting better and if they are receiving optimum care through the use evidenced-based practices.
  • To empower providers to improve their services and be innovative/creative in service delivery.
