Chief Program Officer
Andrea Brooks is Chief Program Officer of the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services. In this role, Brooks oversees the Division of Behavioral Health and the department’s delivery of a comprehensive range of behavioral health services for adults and children, including emergency and crisis intervention, social and psychiatric rehabilitation, individual and group counseling, family support, residential support, outreach, recovery support, and consumer-directed service. Brooks oversees an extensive network of contracted provider agencies located throughout Philadelphia, including multiple community mental health centers, specialized behavioral health agencies, and crisis response centers.
Brooks most recently served as Director of Strategic Initiatives for DBHIDS. In this role, Brooks provided strategic direction to the department’s innovative work in the areas of housing and homelessness, the opioid epidemic, treatment access, violence prevention, and children’s and justice-related services. Brooks supported the significant breadth and impact of DBHIDS by synthesizing initiatives, funding, infrastructure, and outcomes from the seven divisions that comprise DBHIDS.
From 2016 to 2020, Brooks served as Senior Advisor to the Commissioner under the leadership of Dr. Arthur C. Evans and David T. Jones. Brooks was lead writer of the Final Report of The Mayor’s Task Force to Combat the Opioid Epidemic in Philadelphia and coordinated implementation of the recommendations. Brooks also created systems and processes to streamline operations and maximize efficiency.
Brooks joined DBHIDS in 2013 as a Clinical Care Manager on the Psychiatric Emergency Services Line at Community Behavioral Health. After transferring to the Community Support Services Team in 2014, she became involved in special projects, such as the development of the Psychiatric Rehabilitation Services Performance Standards and evaluation of the Residential Housing Transformation. In May 2015, she transitioned to manager of the Provider Development & Transformation Initiatives unit, which orchestrated the Recovery Transformation Decade Celebrations and numerous cross-systems process improvement initiatives.
Brooks is a licensed social worker in Pennsylvania and received her bachelor’s degree in social work from Rutgers University-Camden and her master’s degree in social work from the University of Pennsylvania. Brooks received an ACE Award from DBHIDS in January 2015 for her leadership with Recovery Walks.
