Chief Financial Officer
Joe N. Lowry, CPA, CGMA, is the Chief Financial Officer at the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS). As the CFO, he is responsible for all aspects of financial management of the department, including grants, contracts, procurement and payments, budgets, financial reporting, and internal controls. In this role, he is tasked with ensuring that processes and procedures comply with applicable laws, regulations, and rules of the City of Philadelphia, Commonwealth of Pennsylvania, and the Federal government.
Lowry brings a wealth of finance, accounting, auditing, project management, and risk assessment experience. He began his professional career in auditing with one of the largest accounting firms, developing key skills in auditing and internal controls. He has held the position of CFO in for-profit and non-profit entities, primarily in the healthcare arena. As a healthcare financial consultant, he led claims management projects for a $1.5 billion health plan in Indiana, and process review and improvement for several Federally Qualified Health Centers. He has managed large-scale projects with federal, state, and local government agencies, and Fortune 100 companies, which included management controls, and developing and reengineering financial and operational processes and methods. In collaboration with the South Carolina Department of Health, he was integrally involved in the startup of a Medicaid and Medicare/Medicaid Duals health plan in Greenville, S.C. His auditing and consulting projects have taken him to 48 out of 50 U.S. states.
Born and raised in the Piedmont area of S.C., Lowry graduated with a bachelor of science degree in accounting from the University of North Carolina – Charlotte, and is a certified public accountant and a chartered global management accountant.
