Administrative Services Director
Jeffrey Orlin assumed the position of Administrative Services Director in January 2015, and leads the Management Services Division. The Management Services Division strives to provide top-notch customer service and looks forward to implementing innovative solutions as we Prioritize to Address our Changing Environment (P.A.C.E.). In his role, Orlin is the HIPAA Privacy Officer, Open Records Officer, Integrity Officer, and ADA Compliance Officer. He also oversees logistics, security, telecommunications, transportation, and a wide variety of administrative functions.
Orlin has worked for the City of Philadelphia for 34 years, the majority of which has been with DBHIDS. For most of that time, he was the Executive Assistant to the Director of IDS. Orlin also worked in the Health Commissioner’s Office for nine years in Finance and Administration. During his tenure, he was the manager of the Health Administration Building at 500 S. Broad St.; served as the staff liaison to the Mayor’s Childhood Lead Paint Poisoning Prevention Task Force; and participated in the “Re-Inventing Government” initiative to reform the professional services contract process.
Among the highlights of his time at IDS was participating on the Vision for Employment Steering Committee and leading the office through a series of challenging logistical crises and moves. In 2010, Orlin was recognized as a DBHIDS “Jack-in–the-Box” awardee, and in 2011 was recognized as an “Outstanding Graduate” of the DBHIDS Leadership Development Program.
