Welcome to the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), part of the City’s Office of Health and Human Services. Our Department is proud to offer behavioral health care, intellectual disability supports, and early intervention services in one comprehensive integrated system.
Mission
The mission of the Department of Behavioral Health and Intellectual disAbility Services is to educate, strengthen, and serve individuals and communities so that all Philadelphians can thrive.

We envision a Philadelphia where every individual can achieve health, well-being, and self-determination.

DBHIDS has six divisions:
- Behavioral Health Division
- Division of Intellectual disAbility Services (IDS)
- Division of Community Behavioral Health (CBH)
- Division of Planning Innovation
- Division of Administration, Finance, and Quality
- Behavioral Health and Justice Division
Our services are offered through a network of provider agencies. We also collaborate with the Philadelphia School District, the child welfare and judicial systems, and other stakeholders. It is through our many partnerships that we are able to serve Philadelphians who need our help and support.
