The Commonwealth has initiated many changes in the way business is conducted in the service system, with nearly all changes to be in place as of July 1, 2009. All program funded services through the Office of Developmental Programs (ODP) formerly the Office of Intellectual disAbility (IDS) will transition to fee for service. Qualified providers will receive service authorizations through the Home and Community Services Information System (HCSIS) and submit claims to PROMISe for payment through the state treasury. These changes address the requirements of the Centers for Medicaid and Medicare Services as a condition of renewing the Waiver, which funds virtually the entire community service system.
PROMISe™ (Provider Reimbursement and Operations Management Information System) is the new HIPAA-compliant claims processing and management information system implemented by the Pennsylvania Department of Public Welfare (DPW) in March 2004. PROMISeTM is a single system that processes human services claims and manages information for numerous Commonwealth human services programs; Offices of Medical Assistance Programs, Mental Health and Substance Abuse Services, Intellectual disAbility, Social Programs and Departments of Aging and Education.
